OFFICER MCCANTS I'll be right back. A lot of times in the narcotics world, they hide items inside cheese. It's dense. It's large. These are easily re-sealable too. So, I'm gonna x-ray it, make sure it's all good. SPECIAL AGENT MIKE We've established several leads of drug traffickers that are involved with, uh, smuggling narcotics from Mexico into the United States that are here in Southern California right now. So, what we're gonna do today is some undercover operations in which the trafficker will believe they are selling our undercover these bulk drugs. Lately, as you guys know, we've been seeing a lot of fentanyl, a lot of methamphetamine. We're concerned with the methamphetamine being laced with fentanyl. So, we need to be just as diligent with that meth as we are with the fentanyl. SPECIAL AGENT DAN Safety is a priority, so let's make sure that, you know, we're active communication, we're talking to each other. And we're listening for that bust word. SPECIAL AGENT DAN Normally, the narcotics originate in Mexico and then they're smuggled up through the border, the southern border, into Los Angeles or Riverside counties, or Orange County. Once they hit Orange County, uh, they travel all over the United States. And the cash is bulk shipped back to Mexico, to the cartels. We're headed to a commercial shopping center area, a parking lot. We have an individual that's willing to sell us approximately thirty-five pounds (fifteen kilograms) of methamphetamine. We have two undercover agents. They're gonna pose as buyers that are gonna meet with him in the parking lot. Uh, once they have verified that he has the methamphetamine, uh, they'll give us a code word so that we know to go ahead and go in and make the arrest. SPECIAL AGENT DAN The reason we do these deals in, like, large commercial parking lots is because, you know, there's a lot of foot and car traffic which affords us the ability to kind of conceal ourselves, uh, and not stand out. AGENT The U. C. is about to pull in. SPECIAL AGENT DAN We've just arrived at the location. Uh, we'll kind of do a onceover, uh, through the parking lot. Try to figure out, uh, where's the best place to set up. AGENT Do you see him? SPECIAL AGENT DAN Yeah, I got him. So, we will wait, uh, until the, the individual shows up. Uh, makes contact with our undercover agent. Uh, and then we'll be able to identify the vehicle. AGENT He sounds like he's on the phone with the guy. The guy might be here. Okay, trunk is opening. The U. C. is looking in the trunk. Once we hear the code word, that our undercover agents have seen the narcotics, then we will go ahead and move in and make the arrest. It looks like we have approximately thirty or thirty-five pounds (thirteen or fifteen kilograms) of individually wrapped bags of methamphetamine. SPECIAL AGENT DAN The issue with methamphetamine is that it's, it's kind of running rampant right now. We're seeing a lot of it coming in from south of the border. And many times it's not just methamphetamine, it's laced with fentanyl. So, it's definitely a public safety risk. And one that we take very seriously. We'll do the interview with the subjects and try to determine what their involvement is, where it came from, uh, and go from there. And then we'll move onto our next operation. OFFICER MCCANTS X-ray. SPECIAL AGENT MIKE We anticipate seizing hopefully, uh, about sixty thousand counterfeit oxycodone pills which contain fentanyl. We are in a crisis right now, what they call a "Fentanyl Crisis." It's tasteless, odorless, colorless. So it's extremely difficult to detect whether the substance that you're taking has fentanyl in it. And fentanyl is used, uh, to create counterfeit drugs, uh, such as oxycodone pills. That's why we target these bulk, uh, fentanyl pill traffickers as our number one priority. I'm gonna cover up. AGENT You can go, uh, east of the tree-trimmer. AGENT And it's out of sight and it's easy access. SPECIAL AGENT MIKE Well, the undercover was given a, uh, safe location to park at. Hey, Sarge? We're searching the vehicle to see if we can, uh, recover any additional evidence. Uh, whether it be, uh, additional narcotics, uh, identification cards, or any, uh, digital devices, like cellphones, so that we can, uh, later do a forensic search on those. AGENT This stuff has the, the gas odor. SPECIAL AGENT MIKE So it looks like we, uh, located some, uh, additional narcotics inside the vehicle. Those are bricks of an unknown substance. Uh, it, it has the odor of, uh, oil, or gasoline, which suggests that it was freshly smuggled in, in some kind of a tank. We're gonna cut open this package and see if we can determine what's inside. AGENT I see more pills. SPECIAL AGENT MIKE Is it pills? AGENT Yeah. SPECIAL AGENT MIKE So it's bricks of, uh, more fentanyl pills, counterfeit oxycodone. More than likely, these were intended for a different customer, which is good for us. Just more that we were able to seize and get off the street. SPECIAL AGENT DAN We're driving out to what should be our last buy-bust of the evening. And we expect to purchase more methamphetamine, maybe forty-five (20 kilograms), fifty pounds (22 kilograms). Obviously, things, uh, move very fast in this job. Many times we'll have a day where nothing happens and then we'll have another day where we have many targets wanting to sell. And so, we need to go with it, uh, in order to get those narcotics off the street. Perfect. Our meeting is set for nine o'clock. Our friendly has just parked in a position where we can cover him. And we have agents that have covered all the exits. And now we're just waiting for our subject to arrive. HSI AGENT All right, I'm gonna turn on the wire. HSI AGENT Hey, Dan. Are you copying? One went south. And we got one in custody at the vehicle. One went on foot this way. At this point, we're gonna set up a perimeter around the area and attempt to locate him. SPECIAL AGENT DAN Copy that. Perfect. SPECIAL AGENT DAN So we only have one on foot. SPECIAL AGENT DAN The one that went north. Okay. They were able to grab the second guy, running south. So we have two in custody. The third, which was the other one that ran north, that I chased, went over the wall and went into the neighborhood. So we've got air up. We've got a bunch of officers out. So we'll see if we can locate him. HSI AGENT Yeah, he's somewhere. HSI AGENT In the parking lot. AGENT There was some info of a subject bleeding in the face. SPECIAL AGENT DAN Okay. Copy that. We've got a subject that we think is him. They found a subject that matched the description. So probably hopping that wall, he cut himself up. So we're gonna head over there now. SPECIAL AGENT DAN Yeah. That's our guy. SPECIAL AGENT DAN That's him. So all, all subjects in custody. As soon as we've gone in the parking lot, I saw him bolt. So we went around, around by that time, he was gone. HSI AGENT Man, definitely. SPECIAL AGENT DAN I was hoping I can catch up. HSI AGENT Right. SPECIAL AGENT DAN Do we have the dope? Okay. So this is the bag that we were given. You can see the methamphetamine in there. Down in this bag, as well. SPECIAL AGENT DAN Obviously, the most important thing is that we were able to grab and seize the narcotics. So the narcotics are not gonna be on the street. SPECIAL AGENT MIKE Today, all in all, was a successful day. We were able to get multiple seizures of narcotics. We did three operations. We got numerous people in custody. We were able to seize large amounts of methamphetamine and fentanyl before they were able to make their way to distribution centers and get distributed throughout the United States. SPECIAL AGENT MIKE All in all, it was a successful operation. OFFICER ZUNIGA Shipment was destined for New Jersey. But, most of the time, these addresses are no good anyway, it's a bogus address. OFFICER ZUNIGA Once the package gets offloaded from the cargo plane, it gets sent to the warehouse and then the courier service comes and picks it up and who knows from then on where it goes. It could be the courier themselves that's involved. Now we have twelve bricks. From what I see and the type of bags they were, the writing, it's the same kind of company as the previous seizures we've had. We've got to do a Gemini test. Boom. Cocaine hydrochloride. And the way the consistency of the, the way it is. OFFICER ZUNIGA It's definitely pure cocaine. OFFICER ZUNIGA Let's go to the second one. Both packages tested cocaine on the Gemini, so now let's weigh this. I think it's gonna weigh a lot. OFFICER ZUNIGA Now we have to follow up with HSI, and they'll let us know if they want to continue with the investigation. OFFICER MALDONADO Weeks go by sometimes and we dig and dig and it is heartbreaking because there's nothing to find. OFFICER MALDONADO And you feel like, "Damn, man, are we doing something wrong?" But, and this is a hundred percent, a hundred percent true, you don't just give up, 'cause the team. OFFICER ZUNIGA We can't give up. We have, we have to do enforcement work and that's finding drugs.
